The decade following the dismissal of the Whitlam Government in 1975 saw an unprecedented upsurge in union militancy within the public service. Associated with this development was the emergence of organised groups of rank and file militants.

These developments were analysed in this article by Rick Kuhn, then a public servant working in Canberra. The article was originally published in International Socialist journal No 10 in August 1980.
